  • Japan is the 4th largest energy consumer in the world, behind only the United States, China and Russia. In 1999, Japanese energy consumption amounted to 22.0 quadrillion Btu, or 5.7% of the world total (Japan's population is 2.1% of world population).

  • Japan lacks significant domestic sources of energy and must import substantial amounts of crude oil, natural gas, and other energy resources, including uranium for its nuclear power plants. In 1999, the country's dependence on imports for primary energy stood at more than 79%. Oil provided Japan with 52% of its total energy needs, coal 15%, nuclear power 15%, natural gas 13%, hydroelectric power 4%, and renewable sources 1.3%.

In 1999, Japan emitted 306.6 million metric tons of carbon, 5% of the world total. Japan's industrial sector accounts for about half of these emissions, with the transportation sector at 25%. Oil consumption is responsible for 60.4% of Japan's energy-related carbon emissions, coal for 26.6%, and natural gas for 13.0%. As policies to improve vehicle mileage take effect, the share of carbon emissions from the transportation sector should decline. A Government Advisory Committee for Natural Resources and Energy is proposing additional emission reductions by stepping up conservation efforts in all sectors, expanding renewable power generation, and gradually switching from coal to natural gas.
