If adopted by the states, the standard would apply to the transportation sector, and potentially to fuels used for heating buildings, with the aim of reducing the greenhouse gas emissions from the burning of liquid fuels. The program could also reduce regional vulnerability to petroleum price volatility, facilitate the long-term transition from petroleum-based fuels, and spur economic growth related to the development of advanced fuels. The MOU establishes a process to develop a regional framework by 2011 and to examine the economic impacts of a low-carbon fuel standard while getting input from business and environmental stakeholders. The National Oceanic and Atmospheric Administration (NOAA) reported that October 2009 was the third coolest October on record. Accordingly, total population-weighted heating degree days for the contiguous United States were 17.4 percent above the average for the month of October. October 2008 had gone into into the record books as the 44th coolest since recordkeeping began in 1895.</description>

      <description>Siemens Energy has received an order from Wellington-based Transpower New Zealand Limited, the national grid operator, to modernize and increase the capacity of the existing high-voltage direct-current (HVDC) link between the country’s North and South Island. For the “Inter Island Connector Pole 3“ HVDC project Siemens will supply two turnkey converter stations and replace the aging converters with advanced light-triggered thyristor valves. The investment volume for the overall project is EUR327 million. Siemens’ share accounts for approximately half. The aim is to raise the capacity of the existing HVDC system in increments over the next few years from 700 megawatts (MW) to 1400 MW. This is intended to ensure reliable power supply with minimal losses and to further stabilize New Zealand’s grid. Siemens will complete modernization and expansion of the HVDC system by late 2013.</description>
