17 Aug 2000 Mr Peter Meisen PROPOSAL TO UN MILLENIUM ASSEMBLY ON ENERGY GRID INTERCONNECTION 1. I refer to your letter to our Prime Minister dated 19 July 2000. 2. Singapore supports the initiative to promote greater interconnection of power grids amongst neighbouring countries. This initiative will allow countries to tap into cheaper and renewable sources of energy for sustainable development. 3. ASEAN countries are working towards the realisation of two energy grids, the ASEAN Power Grid and the Trans-ASEAN Gas Pipeline. The two grids will allow countries to harness cleaner energy sources within the region, such as natural gas and hydropower. ASEAN countries have established an ASEAN Interconnection Master Plan Study Working Group to address the commercial, regulatory and legal issues surrounding the interconnection of energy grids and to support the developing of energy trading activities within ASEAN. Groups in ASEAN are also looking into developing compatible policy frameworks within ASEAN to facilitiate physical linking of national grids. We hope to gain the support of private sector investors to secure the necessary financing for these regional infrastructural projects. Regards, LEE YUEN HEE |
