Argentina has a relatively long tradition in the study
and development of renewable energies and application projects, with a variable
degree of success. The experience accumulated along the years has allowed the
identification of the important role that RE could play in relation to the lack
of satisfaction of basic needs of an important segment of the population, often
linked to the lack of adequate energy sources. At the same time, when one observes
the historical evolution of RE activities and projects it can be seen the sluggishness
in the development of this sector and in some cases the stagnation or vanishing
of some areas and stakeholders.Motivated by the knowledge that only the implementation
of adequate policies will untangle this situation, this study aims at identifying
the causes of the behaviour mentioned above, through a systematization of the
existing knowledge in the various dimensions of the RE issue, which constitutes
the base for an adequate policy formulation process.Another very important fact
is that, opposite to what happens in other Latin American countries, the poverty
problem is mainly an urban issue in Argentina. 89% of the poor population corresponds
to urban and peri-urban areas, 9% is rural dispersed population and the remaining
2% inhabits rural communities of less than 2000 inhabitants. This will strongly
condition the kind of solution to be formulated for the lack of energization of
this sector of the population...more

The Government of Argentina that came to
power in 2003 focused on rebuilding an institutional, economic and social structure
to correct unacceptably low levels of welfare among the population, especially
among the most vulnerable members of society. Within this framework of recovery
the government, with the cooperation of the United Nations, is adapting the Millennium
Development Goals (MDGs) to reflect the needs and objectives of the country. Some
address the specific situation of Argentina aiming at more ambitious goals in
most of the dimensions and also by the incorporation of the chapter relating to
Decent Work, reflecting the concerns of society and describing the tools considered
to be necessary to achieve human development in its widest sense...more

The goals of the Government of Argentina (GoA)
for the continued development of energy are to continue the expansion of private
sector participation in the power business, to diversify the use of primary energy
resources, to minimize the negative impacts of energy use on the environment and
society, and to make energy services available to the population at large. As
part of these goals, the GoA is making serious efforts to consolidate power sector
reform throughout the country by, strengthening the power sector regulatory frameworks
and institutions in the provinces;promoting enhanced private investment throughout
all areas of the sector, including rural electrification...more

The
MDG data
presented here is the latest available from the United Nations Statistics Division.
The World Bank has recently released new poverty estimates, which reflect improvements
in internationally comparable price data. The new data estimates set a new poverty
line of US$1.25 a day and offer a much more accurate picture of the cost of living
in developing countries. They are based on the results of the 2005 International
Comparison Program (ICP), released in first half of 2008,
